[ARCHIVED] Danny Carder becomes third City employee to earn floodplain certification

Danny Carder, stormwater manager for the City of Hot Springs, was issued his Certified Floodplain Manager (CFM®) credentials on April 13, 2020, after meeting the requirements set forth by the Arkansas Floodplain Management Association, Inc. (AFMA).

Carder is now among only just over 100 CFM® recipients in Arkansas and is the third City employee to earn CFM® credentials, joining Public Works Director Denny McPhate and Engineering Senior Project Inspector Pat Watson. Having an additional CFM® provides Hot Springs residents another point of contact to answer questions regarding floodplain management.

Carder said the process to obtain this credential takes approximately two years. A certificate was issued to him for this achievement. It outlines the requirements of earning the CFM® designation, which include “meeting criteria in the area of experience, reference, education, and training in floodplain management and hazard mitigation.” Carder also passed the CFM® exam, “which exhibits competency with the basic principles of sound floodplain management as mandated by the National Flood Insurance Program.”

Maintaining the CFM® certification requires ongoing professional development, with renewal every two years.

“Obtaining the CFM® credential demonstrates that you are highly qualified to meet the challenge of breaking the flood damage cycle and stopping its negative drain on your community’s human, financial and natural resources,” said AFMA CFM Coordinator Whit Montague in an email to Carder. “Again, our congratulations on this important achievement. Use this credential with pride.”

Carder, who has served the City for a total of 10 years, is also a Certified Stormwater Manager (CSM), issued from the American Public Works Association (APWA) and a Certified Erosion, Sediment, Stormwater Inspector (CESSWI), issued from EviroCert. He is a member of the AFMA, the APWA and the International Erosion Control Association (IECA).
