Assistant City Manager/City Clerk Lance Spicer was recently elected president of the Arkansas City Management Association. He will serve until May 2017.
Spicer began his career with the City of Hot Springs in 2009 as the assistant to the city manager and was promoted to the position of city clerk in 2010. In January 2013, Spicer was appointed assistant city manager. He supervises the Airport, Fleet Service, Information Systems, Intracity Transit, Solid Waste, Planning and Development and Public Information departments and manages other administrative operations within the city. As city clerk, he is responsible for the custody of all laws and ordinances of the city and for keeping a regular and correct journal of the proceedings of the Board of Directors.
Prior to joining the city, Spicer worked in non-profit management for various national public policy groups and at the state and national level in legislative affairs. Spicer holds a Bachelor of Arts in Economics and Political Science and a Masters of Public Administration. He currently serves as a member of the Arkansas Municipal League’s Large First Class Cities Advisory Council and on the board for the FACES Foundation. He is a member of the International City/County Management Association (ICMA), American Society of Public Administration and Pi Alpha Alpha Public Administration Honor Society.
