When Officer WILLIAM STOCKWELL spotted a driver who had an early morning flat tire, he immediately pulled over and helped change the tire. The driver happened to be a fellow City employee, Emily Noe of Utility Billing Services. "He was so nice to stop and help me change my flat tire! I am so grateful to have awesome police officers like Officer Stockwell in the City of Hot Springs!" said Emily.
