Hot Springs voters elect seven citizens to serve on the Board of Directors, one of whom is the Mayor. Our city is divided into six districts, each represented by a City Director. The Mayor represents the entire area of Hot Springs. The Board of Directors meets at 7 p.m. on the first and third Tuesday of each month at City Hall. Many interested citizens attend and voice their opinions at these meetings, which are televised live on city12 (Resort Television Cable Channel 12, the city’s government access TV channel). They are also streamed live on the Web at http://www.cityhs.net/video_streaming.html . Their participation helps the Directors make decisions that can help Hot Springs to be a better place to live, play and work.

The Board is the supreme legislative and executive branch under the City Manager form of government. As the executive policy-making body, they adopt ordinances and resolutions, approve a budget, and set policies for Hot Springs. They appoint a City Manager who, much like the president of a company, makes sure the city's day-to-day operations run smoothly.

Ruth Carney has been involved in disaster relief efforts, construction, medical and dental teams, schools and orphanages in third world countries. She worked in securities and insurance, coordinated events and conferences and has been a motivational speaker for various groups. Carney has also been involved with cross cultural ministries and translated Spanish for hospitals and clinics, and taught ESL for the Literacy Council of Garland County where she was also a board member. Before becoming a therapeutic foster parent, she was a Court Appointed Special Advocate for abused and neglected children. Elected Hot Springs’ mayor in November 2010, she currently serves on the Executive Board of Garland County CARES and the board of Trustees at Southern Nazarene University. Event Photo Journal


Suzanne Davidson

Suzanne Davidson joined the city board on January 1, 2013. A resident since 2010, she has a long history with the community and surrounding area.   Davidson began her career as a teacher in Arkadelphia schools, developing the art program and helping design the first gifted/talented program.   Small business ownership, non-profit management, manufacturing, and urban school district upper management are part of her business background. She has considerable experience at systems and process analysis, planning, and streamlining businesses for efficiency and cost savings.  As a performing arts presenter in Dallas, she served on the boards of multiple arts organizations. She was appointed to the Arkansas Arts Advisory Council by Governor Beebe in 2010 and is active in the local arts scene.  She is currently a member of the Park Avenue Community Association and the Whittington Valley Neighborhood Organization.

Elaine Jones has served on the city’s Board of Directors since 1999. A long-term Hot Springs resident and community leader, she has been active in church and neighborhood activities, has been a member of the Hot Springs Advertising & Promotion Commission for several years, and is past president of the Webb Center Board of Directors.

Becca Clark joined the city board on January 1, 2013. Born in Hot Springs, she lived in Colorado and Texas where she managed clients and employees in the travel industry for more than 20 years. She returned to Hot Springs in 2006 and started her consulting company, Creative Convenience, which helps home and small business owners to simplify and better organize their spaces and lives. She is one of only 2 Golden Circle members of the National Association of Professional Organizers in Arkansas. She speaks professionally on the topics of time and space management, and teaches at National Park Community College, as well as being a regular subject matter expert on KTHV Channel 11 and in state-wide newspapers.

Clark has been a member of the Sunrise Rotary Club and treasurer of the Business and Professional Women’s group. She is a member of the Women’s Chamber of Commerce and Women in Networking, as well as a founder and President of the Inspiring Women Foundation. She also served two terms on the Hot Springs Airport Advisory Committee. Becca lives in a 1928 bungalow in the Downtown Historic District, which was famous for being featured on the HGTV show National Open House.

Pat McCabe, who previously served two terms as city director in the late 1980’s and early 1990’s, returned to the Board in September 2009 to serve the unexpired term of his predecessor. In November 2010, the voters returned him once again to the Board for a full four-year term beginning January 2011. As President and CEO of Levi Hospital since 1987, he brings an extensive business background to the Board. He is a past board member of Leadership Hot Springs, United Way of Garland County, Retirement Development Authority, Main Street Hot Springs and the Hot Springs Documentary Film Institute. Currently, he serves as board member of the Hot Springs YMCA, member and past president of the Hot Springs National Park Downtown Rotary Club, assistant district governor for Rotary District 6170, and as Blue and Gold Officer for the admissions department of the U.S. Naval Academy. He is a 1994 recipient of the Sentinel-Record Reader’s Choice “Man of the Year” Award.

Karen Garcia who has served on the Hot Springs Board of Directors since January 2011, volunteers on the Board of Visitors for the Arkansas School of Mathematics, Sciences and the Arts. She is also vice president of the Community Services Organization, secretary of the Hot Springs Sunrise Rotary Club and volunteers on member of the Garland County Single Parent Scholarship Committee.

A 2010 Thelma Bryant Pioneer Award winner, Garcia is a 2010 inductee to the Henderson State University School of Business Hall of Fame, 2009 Governor’s Volunteer Award winner, and recipient of the 2008 4-H Outstanding Alumni Award. She also recieved received the 2008 National Equal Rights Award from Business and Professional Women and was named 2005 Woman of the Year by the Greater Hot Springs Chamber of Commerce.

Randy Fale joined the city board on January 1, 2013.A long time Hot Springs resident, he was President and Chief Executive Officer of St. Joseph’s Mercy Health System for eighteen years until his retirement in 2008.  Before moving to Hot Springs, he was President and Chief Executive Officer of Jane Phillips Episcopal Medical Center in Bartlesville, Oklahoma.  Since his retirement he has served as consultant to organizations for strategic planning, financial turnaround, and culture change.  Fale brings extensive business experience to the city board for oversight of planning, budgeting, staffing and direction setting.  He has been an active member in many civic and business organizations including Rotary, Chamber of Commerce, Garland County Industrial Development Authority, and Board membership on the Arkansas Hospital Association, Arkansas Foundation for Medical Care, and appointment to the Governor’s Advisory Board on Trauma Care.  Today he serves as a Trustee for the Mid-America Science Museum and Director of First National Bank of Hot Springs.
